Program Director, Operation Liberty
Jessica Utter is a Licensed Professional Counselor in the State of Texas currently serving as the Program Director of the Operation Liberty Program with Starlite Recovery Center. Operation Liberty is a full military Honor program dedicated to the treatment of co-occurring mental health and substance use disorders for active-duty and military veterans. Jessica is a 10-year Army veteran herself, and therefor brings real-world experience to the treatment of military and combat related trauma. She holds a Master’s degree in Clinical Mental Health Counseling and a second Master’s degree in Addiction’s Counseling. Jessica is specially trained in the use of EMDR, TF-CBT, and MBSR for the treatment of PTSD, and is currently training for her certification in Neurofeedback.
